England Housing Model Prospective Changes and Impact to Self-Build

Just sharing something that I thought you may be interested in, considering house building has been high on the agenda for the new Government and yet not much definitive information has been shared...as usual.

You may have heard that The National Planning Policy Framework is under review and as part of the proposals the method for determining how many homes an area needs to sustain its current and future population is expected to change. The impact of this change has been given some speculative clarity from Knight Frank's Residential Development Update Newsletter. Below you can see the impact that the proposed method for calculating housing demand is likely to have on each area in England compared to current targets.

Every area except London is predicted to have a higher target if the proposed NPPF gets approved.

The main reason this is interesting for the Self and Custom Build sector is because under the Self Build and Custom Housebuilding Act 2015, local authorities are required to maintain a register of individuals and groups interested in acquiring serviced plots for self-build and custom housebuilding projects. Sections 2 and 2A of the Act mandate that local authorities must consider this register when performing their planning, housing, land disposal, and regeneration functions. They are also obligated to grant sufficient development permissions to meet the demand identified on the register. If the targets are higher, it is fair to say that planning permission approvals for Self and Custom Builders would follow, assuming there is demand in that area on the register and large developers don't fill the void - which I don't think is likely to happen.

Of course this isn't a guarantee, but in the difficult world of Self and Custom Build any positivity is welcome.

Oh, and by the way Reader, if you haven't yet registered with the Right To Build scheme, you could be impacting your chances of getting planning permission for your project. You can register in multiple areas too if you are not yet sure where you want to build.
